the bright light reflects beauty and salvation, while the red points to judgment, and darkness point to the times we live in concerning the deeds of men. the movement of the light floating suggest an occurrence in the water. the heavens above point to, and annouce the message of the "waters" to us here below.
to behold the heavens is to behold the sea, which is same as the waters. great movement in the heavens point to great movement in the earth. the rushing about of men in the earth crying out reflect fear and torment. praises of other people in the earth reflect the joy of those who salvation, and peace is theirs.
in "one single" act in the heavens bring about "two different" results in the hearts of men everywhere.
See here; the people represent the sea here on earth in your dream, even as the waters above are seen as the sky. this explains the movement of the Great light.

Gen 1:7 - And God made the firmament, and divided the waters which were under the firmament from the waters which were above the firmament: and it was so. 8 And God called the firmament Heaven.
Is. 57:20 - But the wicked are like the troubled sea, when it cannot rest, whose waters cast up mire and dirt.
what your dream speaks of is: that which you see in the heavens so it is on earth.
Now the light; what you have here is the bright light of salvation dressed in the robe of judgement moving in the heavens doing above what is manifesting in the earth among the people. the movement was first fast and swift, and then floating on as in coasting like a king in a coach. what you saw was beautiful because you beheld that which is like unto the following verse:
Gen. 1:1 - ...and darkness was upon the face of the deep. And the Spirit of God moved upon the face of the waters.
what you saw was the beginning and the ending of the move of "God" and how what he "did/has done" effects man on earth. the bright and precious light was robed and girdled in judgement sailing upon this earth IN THE VERY ACT and instance of judging.
