In short, the Babylonian carryout was a punishment from God. Habakkuk the prophet was around during the last years of Judah which is the southern kingdom of Israel. It was an evil time period time just before the Babylonian empire began it's mighty rise. The prophet Habakkuk oft times questioned the Lord's judgment, but later he repented and made a prayer to God.
